9月30日，国家知识产权局微信公众号宣布了《天下专利署理行业生长状态（2019年）》，对我国专利署理机构、专利署理师、专利署理师资格考试情形，以及2019年专利署理刷新试点和行业羁系情形举行了剖析。以下是摘自报告的部分数据：
On September 30, CNIPA released a report on the?Development Status of the?National Patent Agency Industry (2019), which analyzed the situation of patent agencies, patent attorneys, and patent attorney qualification examinations in China, as well as the pilot reform and industry regulations on patent agencies in 2019. The following are some data extracted from the?Report.
阻止2019年底，天下获得专利署理师资格证人数抵达47918人，执业专利署理师为20192人。专利署理机构抵达2691家（不含港澳台地区），其中有211家专利署理机构设立时间已经凌驾20年。执业专利署理师有51人至100人及100人以上的专利署理机构数目划分为25家和10家。北京、广东、江苏、上海及浙江五地的专利署理机构数目划分为661家、452家、240家、176家和161家，位列天下前五。
By the end of 2019, the?overall?number of qualified patent attorneys?had?reached?47,918,?among whom 20,192 are?practicing patent attorneys.?The number of patent agencies had reached 2,691 (excluding Hong Kong, Macao,?and Taiwan),?of which 211?have been established for more than 20 years. The numbers?of patent agencies?equipped?with 51 to 100 practicing patent attorneys and?over?100?practicing?patent attorneys?are?25 and 10 respectively. The?respective?numbers?of patent agencies?located?in Beijing, Guangdong, Jiangsu, Shanghai,?and Zhejiang are 661, 452, 240, 176,?and 161, ranking among the top five in China.
别的，8月份商务部宣布的一个试点计划中提到，在北京、上海、广州等28个试点地区，允许取得中国政府揭晓的外国人永世居留证、且具有其他国家专利署理资格的外国人，加入专利署理师资格考试。取得《专利署理师资格证》的外国职员可以在试点地区已经设立的专利署理机构中执业，切合划定条件的可以加入成为在试点地区已经批准设立的专利署理机构的合资人或股东。
A?pilot program issued by the Ministry of Commerce in August?mentioned that?foreigners who have obtained permanent residence permits issued by the Chinese government and are at?the?same time qualified patent agents in other countries are allowed to take part in the Patent Attorney Qualification Examination?in 28 pilot areas such as Beijing, Shanghai,?and Guangzhou.?As a result, foreigners who have obtained a Chinese Patent Attorney Qualification Certificate may practice and become partners or shareholders in agencies already established in the pilot areas.
